There is an NHS interoperability handbook here. Appendix A features a table which maps current standards to the interoperability framework layers. One of the standards that map onto the interoperability framework are the codes published by the Organisation Data Service (ODS).
The Organisation Data Service has a web page here. This page also features a link to the 5 year strategy for the ODS ‘Organisation for all’ which includes an approach to consolidating coding structures. The ODS publishes unique identifiers for organisations and professionals.
